1. To Activate mobile Theme in Blogger just try this.
2. Go to Blogger Dashboard>Template.
3. Click on Gear icon below of mobile Template
   
   
4. A pop up window appears in light box like this
   
5. Tick on Yes,Show mobile template on mobile devices.
6. Choose a Template and click on preview to watch live demo of that Template
7. After selecting Template Finally click on Save.
8. Successfully,Your Blog will be mobile friendly.
